I Received Passport Request but I'm Confused ? Please Help

Hello guys

21/May: I submitted TRV online application for me and my wife as a family memeber

18/June: I received passport request message under my application saying: "This is in reference to your application for temporary residence. A decision has been made on your application. We
require your passport to finalize processing your application...Your passport must be received by Citizenship and Immigration Canada within 30 days from the date of this letter"

My question: Should I wait for another passport request message for my wife, or mail both passports to the consulate in New York since she is supposed to be an accompanying family member ?

I can't wait too long and I emailed them lot but i haven't received any response yet.

Just send them both coz you are main applicant. Thats why they emailed you.

I was going to send them both, however i received a message today from CPC-CTD-Ottawa regarding my family member application saying that their usual message:
Our office confirms that your application is currently in process as per regulatory procedures. Please note that we cannot confirm when your file will be ready for finalization... etc


Should i just send them both passport ?
i think there is some kind of mistake by sending only one PPR to the main applicant.
