i received a refusal from Quebec selection should i declare this in the application !.... I'm afraid if i say so my application got refused also so what should i do ?

the refusal because i didn't complete the documents needs to process the file.

you must, CIC will probably figure this out and then they may put penalty on you like barring you from Canada for 2 years.

just explain the reason for rejection, your reason of not filling forms is pretty normal one so should not impact your application in -ve way.

Hi•Your file was never processed so this is not refusal to my understanding•For a refusal I think your file will be processed and then you will be given a file number•You do not have a file number and your information is not in their data base because it was never processed•

well if you refer to the federal this is my first time but if you refer to Quebec selection i got file number since 2011 then @ may 2014 they emailed me to update my documents then i sent the update after that in Sept 2014 a got a rejection email because of the documents isn't completed though i sent to them all the necessary documents

so what shall i do ? please advise

My opinion is that it should be mentioned..also the reason for you is anyways not that critical
 
You have 2 choices:

a) be truthful and disclose it and nothing bad happens (CIC has this information anyway) or

b) lie and get caught = rejection of PR application on basis of misrepresentation + 2 yr ban from Canada.

If you think being denied a selection certificate(b/c you did not provide documents is bad), imagine how much worse it will be if you have to declare a rejection for misrepresentation (lying)?

You can only answer 'No' if you have never been refused a study/work permit, study/work visa, visitor visa/TRV, selection certificate (CSQ) or CAQ(certificat d'acceptation au Quebec - for those who want to study in Quebec).

Ok,you are now very explicit.I thought you were talking about the very first stage of trying to submit.Yes,you must mention it since you have been given a file number meaning that your file passed through the first stage.If it had not passed through the first stage,that means that it was never processed.
