I'm inadmissible to Canada and my PR got refued base on that . my visa officer informed me that TRP would not be considered while appeal is in process.

what should i do ,should i cancel my appeal or not ?

That depends on why you are inadmissible. Sometimes you can overcome the inadmissibility; however, if it is due to say a criminality issue where the required time limit hasn't yet lapsed then appealing will likely have no effect to overcome the inadmissibility.

You have a 5 year ban due to misrepresentation that doesn't end until 2020. There is no point appealing your PR application - it will just be refused again since you are inadmissible to Canada.

Yes - the TRP is your only option for entering Canada while you are inadmissible.
