Either you or your wife need to permanently move back to Canada, in order for 1 of you to sponsor your daughter.
If you live in Quebec, you will apply from Quebec. If you live somewhere else, you will apply from outside of Quebec.

US citizen children are processed in CPC-Ottawa office. Average time for processing is around 9-10 months or so.

Should I submit an application to CIC first OR apply for CSQ first?
which step should be taken firstly?

There is no financial requirement to sponsor your daughter. Yes you will be eligible to sponsor her once one of you reside back in Canada.

Keep in mind, dependent PR sponsorship has no "inland" application. All dependent PR sponsorship are done "outland".

Don't think it would be easier if you went through quebec or elsewhere. My question I like to ask to other senior members. Does a dependent also require a CSQ document? I can understand an adult or spousal PR but what about if you are only sponsoring a minor for PR in Quebec.

If a minor dependent only PR doesn't need a CSQ document, then it doesn't matter when you are living or applying from.

However if the dependent PR applicant still does require a CSQ document from Quebec, then it would be easier to apply outside Quebec as you would have one less document to apply for, one less fee to worry about, no delays due to CSQ document.
