Hi,
My parents has visitor visa and they visited me twice already. My father returned to India in July 2019 and there he faced some health issues. Later we found that his kidneys are not functioning properly. My sister and brother are here in Canada. We all are permanent resident. I want to bring my parents here on PR basis so that we can do better treatment.
Is there any other way than sponsoring so that my parents can get PR?

Others can comment but Not really and would he even pass any required medical now anyway given health issues and potential excessive demand on health services
 
I don't think he will pass medical with his condition. You and your sister need to have a serious discussion on plans. And you may need to return to your home country to care for your dad.

Not really, no.
 
Keep in mind if they come back on a visitor visa, someone will need to pay for the treatment. Unlikely they would be approved for a PR with kidney issues if you did sponsor them.

To echo what the others have said, he has little chance of passing the medical required for a PR app. You should be focusing on how to support them in India.

If he comes to Canada as a visitor, no insurance will cover any treatments. You would have to pay out of pocket for all costs. Dialysis and hospitalization could easily run into tens or hundreds of thousands of dollars.
 
Kidney issues is very common in South Asian countries and there is adequate treatment in India. Kidney disease is one of the most common reasons parents are refused PR or supervisa. The cost of care will be much more manageable in India versus in Canada.

Sponsorship is the only option and as others have said, the application may be refused due to your father's condition.

Some people bring their parents to Canada on a TRV and then the parents try to apply for PR through H&C. This is not a good option for your father since approval rates are very low and application processing takes a long time. He will need to remain in Canada while the H&C application is being processed and will have no access to provincial health care coverage for around a year and a half. During this time, you will need to pay for all medical care out of pocket. Assuming he needs dialysis, this is extremely expensive to pay out of pocket and won't be covered by any private insurance program since it's now a pre-existing condition.
 
By really expensive your father could easily spend over 100k before getting an acceptance or refusal. Since he has a wife in India and there are medical facilities to provide dialysis you may have a very tough H&C argument.
