Okay my situation is I am Canadian and my partner is Chilean. I got a job offer back in Canada and we want to go start our life there. I have to go back in December this year and we are really at a loss of what to do.
I know I can sponsor him as my partner but we are really confused about whether it's better to apply inland or outland.
If we want to apply inland- in Canada, can he arrive into Canada on a tourist visa and we apply for the visa and Open work permit and he just stays in Canada until it's processed?

Or if we apply from Chile (before/while I am in Canada) and he stays in Chile for a while, can he enter Canada for example 6 months through the process and just stay then or would he have to leave Canada and reenter when the process is finished.

Or could he just apply for a work permit in Chile, and then apply for the PR visa later on. He's got a university degree in business and a masters in Marketing. He's 33 and speaks English fluently, although he hasn't done an IELTS test yet for the ¨proof¨ . I was looking online and his job is on the NOC list in the 0 category

Any advice would be great. Thanks.

Has he been able to get a TRV easily before? to be able to do inland you need to get into the country.

If he can get into Canada, you can apply inland, including for an open work permit, once it arrives, he can work, he can stay in Canada until it's over. You couldn't start until you both arrived.

If you apply outland, you can start now.

Then it is personal preference whether you want to do inland or outland. Your husband won't have free access to healthcare and will have to wait approx 4 months to get a work permit. You will have to figure out whether you can afford to wait until your husband gets his visa while you work or look for a job. Your husband will also have to appear like he is visiting at the airport. If you apply outland your husband can keep working in Chile and when he arrives he can get healthcare.

He could come as a visitor and you guys could then submit an inland PR app with an OWP app. The OWP is normally granted for 2 years, which is longer than the usual PR app processing time.

You could apply outland while you guys are in Chile. He could come to Canada as a visitor while the PR app is processing. If he is in Canada when his app is completed, he will need to land as a PR; he can do this by flagpoling at the Canada-US border, leaving Canada for another country and re-entering or by making an appointment to land at an office in Canada.

He can't just apply for a work permit. If he receives a job offer from an employer in Canada and has the correct qualifications to qualify under the Canada-Chile Free Trade Agreement, he could apply for a work permit without an LMIA. Otherwise, he needs a job offer from an employer with a positive LMIA; given the cost and requirement of applying for an LMIA, it is difficult to find an employer willing to go through the process.
