I need help to resubmit my application under cec

Dear sir, my application is cancelled due to incompleteness. husband's passport's bio page was missing. i dont know why they didnot ask to resubmit. i got invitation on june 24 and applied myself on july 15, and august 20,2021 first i got biometric request and then correspondence letter that my application is cancelled. kindly help me to how can i appeal to resubmit my file. I have done M.Ed here. my age is effecting my crs so this was the only chance i got.

You can try raising a webform and submit the passport page along with the LOE to reopen your file. It is the discretion of the visa officer to reopen it or not.
Considering it was an incomplete application, IRCC wouldn't normally reopen it unless you couldn't provide the necessary details due to covid delay and you had mentioned it in LOE.
It is best to enter the pool again and submit the documents properly.

Rarely they will accept anything now. You may need a lawyer in Canada for re-appeal and its going to take a lot of time

You can try and ask for a re-opening of the file but rarely done unless an error on their part. It is very clear in the guidelines on the website and in IRCC Section 10 that if incomplete the file is closed. It is your responsibility to make sure the application is complete. Officers do not have to time nor will send a follow up for missing documents.


Applications are assessed for completeness up front. An application found to be incomplete should be rejected as per section 10 of the Immigration and Refugee Protection Regulations, and all fees associated with the application should be refunded to the applicant.

Incomplete applications
If an application is found to be incomplete, the processing office must reject the application by

• promoting and then cancelling the application in GCMS with the application status reason listed as “incomplete application”;
• noting in GCMS the reason(s) for rejecting the application; and
• repaying all fees associated with the application (e.g., the cost recovery fee and the right of permanent residence fee, as applicable).

When an application is rejected as incomplete, the applicant must submit a new Express Entry profile through their online account to be considered for any future rounds of invitations.
