I lost my passport and my PR is expired. Hoe to renew my PR????

Hi there,
I have been 8 years in Canada. I lost my passport since 2010. I have noticed the police station at that time and I have paper of that. My PR is expired, and I want renew it. How to renew my PR? I have sent my renew PR about 4 times and didn't go through. It always return back with one question" please send your passport". There is no way to get a new passport , as ths passport should be issued in my country and I have nobody there to do it on behalf of me.
Please kindly help me. I wanna apply for citizen soon and I am sure they will ask me for PR.

So are you saying that your country unlike many other countries does not have a consulate or embassy in Canada where people would turn to apply for a replacement passport if they either lose one or passport expires ?

I am from Iraq. Iraq's embassy asked me renew my Iraq's identity document. It means I have to go to Iraq and renew it, which impossible.
I left Iraq since I was 18 years old and I am 34 now. in addition, all my family in Europe.
I am really stressed. I have been time to renew my PR from two years ago.
