You cannot apply for a new PR card at this time. Your issue at this time is that you don't meet the PR residency requirement. This requirement means you need to live in Canada for two out of every five rolling years.
If you want to try to keep your PR status, your only option is to try to re-enter Canada through a US/Canada land border and hope you're not reproted for failing to meet the residency requirement. If you are not reported, then you will need to live in Canada for two years before you will qualify to renew your PR card. If you are reported, you should expect to lose your PR status.
