1. Not if you have an open work permit.
2. You are eligible to enter the pool if your profile meets the criteria, and your work experience is skilled. Your profile may not be invited to get PR. Depends on your score. Many people with Canadian Masters and three years of experience aren't invited.
3.CEC is Express Entry. PNP are provincial programs. You research each program.

You will not here back from employers esp if in IT. You are not living in Canada nor do you have Canadian work experience. The IT sector has so many skilled, Canadian employees who are out of work.

once I completed validity 3 years on work permit (w1-open work permit)what are all the options I have ?
I am not able to extend it , as I got initial validity for 3 years

Extremely dependent on your profile and what immigration programs are like 2-3 years from now. If you are a 25 year old nurse for example your chance of PR are much higher than a 40 yr old tech worker. If you are fluent in French chances of securing PR are also high.

Depends on your CRS score once you have 3 years of skilled, full time Canadian work experience. If not high enough for today's draws then start learning French.

What is your age? ECA? Language scores?
