I have valid study permit but visa expired, can i go and apply for work permit through flagpole?

I have a study permit that i extended but due to some reasons wasn't able to get my visa extend as i needed visa for 1 month so i thought i will apply visa after work permit .I recently graduated and wanted to apply for Work permit, I was thinking of Flagpole (US-Canada Border). I am allowed for this ? Will there be any problem?
