I have started SNIP in OID with close connection

I am in the process of starting SNIP OID, I need help to understand the process.
I have done with IELTS L-7, R-6.5, W-5.5, S-8.
Also, I have my first cousin is in Saskatoon from 1.5 years of having PR.
Please suggest the right process as I don't want to get with an agent.
