I have question regarding wage

Hi dear
I am confused about the wage rate . I am doing job as a marketing manager(level 0) in employment agency but my pay rate is 16.5/hr. And toronto region has low wage is 24 .Does it effect to my CEC express entry

Yes, especially when a NOC 0 is so much lower than the low end wage. NOCs that begin with 0 are considered executive/senior management positions so there is no way you should be making $16.50 an hour.
