It will more than likely be a scam then as employers do not provide accommodation or free flights

No one here can tell you if the document was issued by the government based on a number. We don't work for the government.

But we can tell you that we haven't seen any genuine offers come this way, especially with offers of flights and accommodations.

If you refuse to listen to our advice, you'll spend a lot of money and not get a visa. Worse, you may get false documents that get you banned from canada.
