I have given Celpip Twice . My First attempt score results me total of 446 points .

My second attempt score after retest gives me total of 443 points. I applied for with my first attempt score and got the invitation at 441 cutoff.

Now when I read the invitation letter
"
If you decide to apply in the above cases, your application may be refused and your application fee
will not be returned.
Some examples of changes which could result in a lower points score include:
• You no longer have a valid job offer
• You no longer have a provincial nomination
• Your language test scores have expired or upon re-taking them, the scores are lower.
"

I do not get an option to update my score. I see that by mentioning any score I am above cutoff, so should i go ahead and submit documents or I need to decline the application ?
 
Unless the scores of your first attempt have expired you can use those results.

My scores are not expired. I'm​just concerned about the second statement. What it means "upon re-taking them, the scores are lower​". My second attempt scores are lower than the first attempt. So am I supposed to decline the invitation now ?
 
That statement does not apply to you.

If an applicant retakes the test after receiving an ITA (due to not being able to submit his/her eAPR before the expiry date) and such test scores are lower it may put the applicant below the cutoff score and thus getting his/her application rejected. In this specific case the applicant cannot use their first attempt (as it expired) and if they use their second attempt they would get rejected.

You received your ITA on the basis of your first score which is still valid, so the above situation does not relate to yours, your score is still 446.

You can use the score of 1st test as it has not yet expired and accept the ITA. Even if you want to go with 2nd test results that should be fine because your score will be still above the CRS of that draw ie 441.

But I would suggest to go with 1st one and don't make any changes pre ITA and e-APR.
