Yes - you'll be allowed to enter. However at that point your chances of being reported for failing to meet the residency requirement will be quite high.

If you are reported, then you will need to appear at a hearing to argue why you should be allowed to keep your PR status despite failing to meet the residency requirement.

Why cant you come to Canada now? if you come now, there is more chance that you will be allowed to enter.
then you can renew your pr card after you meet RO 2 years. that would be simple.
what is the use if you come after September with the expired PR card.
