If you find a way to check the status of your application from IRCC website, you will find there is a return reason which says 'Primary identification is not provided'--or 'Wrong Application' and I believe this is why you are asked to send out all copies of your passport.
This is the 2nd week after I saw that return reason. I submitted the application on May 20, 2023.

Oh, interesting. So you have experienced something different. But whatever, you have not been forgotten.
I did not receive anything from IRCC except the receipt but the return reason on that website. I submitted the application for my wife on the same day and she has already got her new PR card.
