Hello All,
I recently graduated as a Masters student from Montreal, Canada and just acquired a 3 year work permit. I have to go to my home country immediately and I don't have time to apply for a visitor visa (My student visa expires on August 30, 2014). I just wanted to confirm whether it is okay to apply for a visitor visa based on a work permit from outside of Canada? Because I have never heard of such a case before

A reply would be really appreciated :)

Neither.

It is not normal practice neither it is a matter of luck, the application is quite straight forward and simple.
 
In my case, I have a study permit and I applied TRV within Canada, but I had to travel on urgent basis. I contacted cIC to expedite my process. Here was there response.

Please note that your application is currently in process as per regulatory procedures.

Our office will contact you if any further action is required..

For instruction on when to submit your passport for the issuance of your visa, please visit your MyCIC account.

Please be informed that online applicants have the option to submit their passport to a Canadian immigration office abroad.
