I have a valid study permit and my spouse has Open work permit. Is my spouse allowed to enter Canada as per the new rules?

I have a valid study permit and my Masters program starts in May 2021. My spouse has Open work permit. Is my spouse allowed to enter Canada as per the new rules?

If you are travelling together, she should be allowed to enter with you.
