I had taken ESL course in Alberta which is of 3semisters and by completing it I can choose other course in Toronto and can I get work permit and PR???

With an ESL course - you typically don't qualify for a Post Graduate Work Permit and taking an ESL course won't help you qualify for PR.

You would have to complete a separate diploma / certificate / degree at a recognized school before you can qualify for a PGWP.

Whether you qualify for PR is a different matter. You need at least one year of full time paid experience to qualify - and there are also additional requirements.
