You will struggle to get a TRV after applying so many times for a TRV. If you were not able to secure a study permit while outside Canada it will be even more difficult to secure one from inside Canada. Most still have to apply from abroad and will need to send their application to an office outside Canada but it will be much more difficult to show that you have strong ties to your home country if you are not in your home country. Given the new policies your spouse and children are not going to be able to live with you in Canada as a student unless you are studying a masters or PhD. If they are able to enter as visitors they will have to leave once their permits expire. They will not be able to qualify for healthcare in most provinces. Having a TRV doesn’t guarantee entry into Canada and if your spouse and children are able to enter they may only be able to visit for weeks to up to 6 months. They can be asked to provide study permits if they attempt to enrol in school in Canada. Your plan to come to Canada as a visitor and try to apply for another study permit doesn’t make sense. You will have to wait months for a response to another application while you are unable to work with no guarantee of approval. This will deplete a significant amount of your savings. I fail to see why you would come to Canada versus reapply from your home country so you have a higher chance of approval, so your children can attend school, so you and your spouse can work, so you have a place to live, so you are not exhausting a large portion of your savings waiting around to see if you get approved for a study permit, etc.
