Applying for my husband visitor visa

I need a advice for someone.My husband got previous study refusal and visitor refusal for canada before getting married to me..
But now he wants to apply for visitor visa again to visit me.. can we reapply showing our marriage certificate.
What should we do ..please help..
I m currently on work permit in canada

You can. He has to show that all the reasons in his previous refusal are now solved. Also he has to prove that he doesn't want to immigrate, so he will have to show a very good and solid life in his resident country.
