I've already ordered for my family member. The problem is, I last time ordered on 19th Aug and received GCMS file an hour before AIP email. They were generated on Aug 25th though. Only Criminality has Passed in that.
Are they done for biometrics and have already submitted a police certificate?

Hmmm.. I was just looking at comments and the application dates.. OP + @Kashif01 posted in another thread + another user in my PM has one thing common, all applied in March. Can anyone else post / compile more refusals from Abu Dhabi and the application dates here? Let's see if it generates a pattern. So far, it is all those who applied way way back got refusal (still not justified though).

ADD: The one who contacted me in PM did no get any AIP, direct refusal.

Exactly. I thought this is AIP as well initially, but looking at the letter, reading it over and over again and the refusals that happened to OP and some other students on this forum points to the fact that this letter is NOT AIP at all. It is pre-AIP of some kind. If you had 0% hope of getting an AIP before Sept 15, this makes it to 50%, that is the only purpose of this letter.. There are students who were outright refused in the preliminary eligibility stage, but this letter puts these students ahead of them at least BUT still not fully approved. Abu Dhabi is notorious for not approving visas for number of reasons, specially for TRV applications, students, visitors etc, that is why they still have the authority to refuse application even after this letter since the letter never mentioned Approval in Principle. I am also assuming now that there'll be rain of refusals in upcoming days. I really hope it changes to approval but, damn, this is rough.

This is specially not a good news for Pakistani students since they already have close to 81% refusal rate in past years (you can google and find data on it). SDS was suppose to make Canadian education lucrative for students but I guess, Covid happened and now everyone is in a mess now!
If you look at the old AIP's given to Indians and other nations the latter is word to word same to what you and I received so I don't see any difference can you please point out the difference between AIP and this pre AIP thanks.

i asked an immigration consultant and she asked if the problem could be that their fall semester switched to blended delivery?

No. OP applied for bachelors in Computer science its 4 years course for him to complete the degree. The more likely reason could be that visa officer(s) in Abu Dhabi were not interested to work on older applications. IRCC's main goal is to wrap up applications backlog as soon as possible so that normal processing could be restored for future terms.

No. Doesn't matter. Online v/s blended are not the basis of refusal at the moment.

Still wouldnt make sense for a refusal though.
it would. if it's blended for fall semester that means you can't enter canada and you can't start your program (March 18th rule). if you can't start your program in fall, why do you need a study permit?

Does IRCC know if we order GCMS notes? any impact on our application? thanks!
No impact. And yes, a note is added automatically that the gcms notes were requested to keep track.
