Copy paste the message you got from the CIC so that it is more clear and people can help you with it.
What is it exactly that you want to know? You have to ask a question to get answer.
Apply for what? Was your application refused? Sorry but you have to be more clear. Maybe describe your situation so we understand it a little bit better.
