I got a refusal mail for eTA. Can I ask If there is anything I can do or do I have to give up eTA?
I am Korean. And I found that Korean is eligible for eTA. I applied for eTA.
I wrote the reason why I tried to go to Canada. I tried to go to Canada for applying refugee.
I've been in an inhumane situation for a long time.
And I already got a note for explaining my situation from my counsellor.
It is hard to explain what I have gone through exactly. It's a very long story.
So sorry. But I'm asking for your understanding except to explain me.
But At first, I got an email to send additional documents from IRCC.
It was only two things.
1. My Employment history Record.
2. What I going to do in Canada. For what I tried to go to Canada
And when I go to Canada. And until when I would stay Canada
I'm not sure my memory but I remember they thought I was suspicious because I had no job.

1. Employment history: They told me to submit a list of what I had been working if I wasn't working then. I submitted it found on the Ministry of Employment and Labor webpage. Because the record given by the Ministry of Employment and Labor webpage was the longest among the websites that give employment records. In this process, the webpage asked me to write the name of the workplace in English by myself and so I could write it down myself. On the web page, the name of the company I went to was written as an abbreviation. I rewrote the name of the company in full name. I printed and scanned it again and submitted it because I could only print it out, not give it as a file.

2. Reason to go to Canada: I told them I was going to apply for refugee status. I wrote in my e-mail a few years ago that they had informed me that I had to enter the country to apply. I wrote down the reasons for applying for refugee status in 20 lines in short. I have experienced various abuses and sex crimes throughout my life, but I only briefly wrote down what had happened in recent years. I have asked the police, domestic violence counseling center, community center, etc. several times over the years for help, but I was shunned. And I wrote about it. To prove it, I asked an opinion note from the psychological counselor who I had seen for more than five years. I told the person in charge that I would submit it if You needed it. The person in charge did not ask for it.
When and how long I will be in Canada: I told them that if I get the permit early, I will be there in mid-February. I told them that however, if you give me the permit late and the price of the plane would go up a lot, I would be there in a few months. Now I am allergic to the level of dyspnea, and I've paid treatment pay for allergy every six months. I said that if the price of the plane is much higher than what is being offered now, I would discuss with my doctor that I would get allergy treatment and go a few months later.

Below is the refusal letter.
I'll post it except for the parts that contain personal information.

<Thank you for your interest in visiting Canada. After careful review of your Electronic Travel Authorization (eTA) application, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• You have not complied with our request for information, per subsection 16(1) of the IRPA. To date, you have failed to comply with our request for submission of the following documents: One or more but not limited to the following documents – Passport, Status Document, Police Certificate, Court Record, Travel Itinerary, Schedule 1, Employment Record, Resume, Client Information, School Registration, Lease Agreement, Medical Request.
• You are found inadmissible to Canada under paragraph 41(a) of the IRPA: through an act or omission which contravenes, directly or indirectly, a provision of this Act.

• If you decide to apply again, know that:

○ your new application will be assessed on its own merits,

○ you must resubmit a new application and all relevant supporting documents and pay a new temporary resident application fee, and

○ your new application may be refused unless it is supported by new or different information that would satisfy the officer that you meet all application requirements.

It seems you are inadmissible to Canada. IRCC asked you for Employment Records. They wanted proof of you working so employment letters, paystubs, tax statements. Not sure what you provided.

Then they asked why you were coming to Canada and proof you will return to Korea. Well telling them you would claim asylum would be an automatic refusal. They wanted travel itinerary, funds you could afford travel, proof of returning etc. IRCC knows you are not coming to visit, and will know you will claim asylum and then become a possible financial burden. Why would you do that? Plus, your chances given you don’t need a TRV, only ETA then chances of claim being successful is very low.

I'm sorry for your situation.

Unfortunately it was a mistake to say that you are coming to Canada to claim refugee status. IRCC will not grant an eTA or TRV if they know this is your intention. I don't think it makes snese to apply again since all of this information is on record now. I think you will be refused again if you try applying again since IRCC knows you have plans to remain in Canada long term and are not a genuine visitor.

If you want to try applying again, you should wait until you are working again and have been working for 6-8 months full time before you submit another application.

Or alternatively Japan is a safe country and it’s extremely close to Korea with a large Korean diaspora.
Very large in Tokyo
I was surprised when I was taking the subways in Tokyo that they had the next station information of course in Japanese, English and Korean
