My NOC is 2173. Do you suggest entering the pool now with the 420 CRS or enter now and declare 3+ years of experience even if that's not the case, not sure what you mean here, sorry 
I get only 420 CRS and I don't see any way to increase it

You don't need to have high points to enter the pool. You can enter the pool as is and then update your profile later when you increase it (with more exp, or higher level of education, etc)
Entering the pool now might give you an advantage inthe future when draws are announced, as they take profile creation dates into account when determining who makes the cutoff.

No, do not declare 3 years experience if you do not have it. Enter with what you have now, and then update it when you get more experience.
Gotcha, gonna do that, one question though, when I enter the pool, I'm automatically taken into account at every draw until I get an ITA?
