Hello.

I gave my class 10th examination back in 2017 after that I gave my class 12 in 2019 in which I failed in chemistry so I decided to take another year so in 2020 my results came I passed in all 5 subjects (PCM) but due to covid no trains were available and I wasn't able to give my practical exam of Phy and Chem they marked me absent which technically means I have failed again if In the FY2021 I could get 65-70% in my class 12 with IELTS score of 6.5 what are my chances to get a student visa in Diploma In Business Administration. Pls help me if anyone knows,

No one can tell you your chances. You are taking a diploma in BA so you need to show how it will lead to career advancement in your country. Why not take a degree?

Are you able to get an LoA from a Canadian college/university with your current situation ? The visa part is not the first step you should think of.

haven't applied for any college. The main problem is whether my visa gets approved or not. Coz collages are asking a min of 55% aggregate with 6 in IELTS as long as i complete that criteria i think no collage will have any objection on it the main thing will be the Visa.

VOs will judge you on a whole set of areas besides your 12th grade scores. Considering you're a fresh high school graduate, consider going for a degree instead to show strong career progression.

That makes sense -- perhaps you can write a strong SoP regarding that and your plans in the future for your SP application.
