Today is a great day! CIC requested an interview 6 months ago after applying for PR for my wife. Knowing how much time this would add to the process (up to 2 years), I decided to quit my job in Canada and relocate to another country where my wife and I could live together on work permits and wait out the PR for Canada.

I have been working abroad and living with my wife now for the past few months. In the meantime, I was providing CIC with additional evidence on our relationship and made requests to waive the interview based on the evidence provided. Additional evidence I sent them included:
-Text messages between first applying for PR and living together abroad
-Copies of our residence permits/visas in the other country
-Copies of my company's health cards, which include my wife as a dependent
We also made 2 unsuccessful attempts at a TRV for her, stating in the forms that a PR is in process.

I got an email today from CIC and they decided to waive the interview!! Now they just want another medical (expired in May) and to provide proof of intent to settle in Canada. My wife and I are thrilled at this progression.

Since I don't have any job offers back in Canada, does anyone have any suggestions on proof of intent to settle in Canada? I was going to get a letter from my mom saying she will provide accommodation. Will this be enough?

Proof of intent to reside is tricky, and some VO's want more than others. As of now, we've shown email conversations setting interviews with prospective employers, we showed we paid of our 2 cars so we can export them out of the USA and import them into CA, we showed that we signed up for and passed the AES test, which will allow us to export the cars out of the USA, we showed that we signed up for Nexus cards to make crossing the border easier, we showed quotes from Uhaul companies, an email conversation I had with a rental real estate agent, I also threw in for good measure a few FB conversations from my wall about the move.

Right now we have no job offer, except some contract work my husband is doing for a Canadian company, since they can't hire him without his PR. We won't sign a lease until we know he has his PR and a strong job offer. So if we're asked for more proof of intent, we're screwed, because they have it all at this point, and they always ask for more proof of intent.

Great news! The fact that you moved abroad likely helped significantly :) Ironically, it's also why you now need to show your intent to move back. If you haven't provided any proof re intent to date, it's probably just to check the box as citizens who live abroad must show intent to move back as part of the requirements (the fact that they asked for the medicals to be redone already suggests this may be the case...)

The letter from your Mom is a good idea. I'd also get into a bit more detail on your plans with them re when you'll move.

Some other ideas...

Do you have any communication where you shared that you "decided to quit my job in Canada and relocate to another country where my wife and I could live together on work permits and wait out the PR for Canada"? For example, if you mentioned it to your employer or friends/family, you can share that communcation with the VO.

Anything to show your stay in the third country is temporary?

Did you keep belongings in Canada? If you maintained your bank accounts, you can say that.

Did you include anything in your prior communication with the VOs about the temporary nature of your move (e.g., when you changed your address or in some of the additional relationship proof you've submitted?)
 
Wow saria1, you did send a lot of info. I would be surprised if they requested more proof on your intent to move to Canada.

Thanks OhCanadiana. The bank statements is a good idea. CIC also did request a copy of my contract and the end date. The contract is indefinite though so I'm not sure it will help.

I did submit letters to CIC stating that it was my intent to reside here with my wife until PR is granted. I guess I could resubmit those.

My only belongings in Canada would be my tv, sound system and PC, which I miss greatly! lol

I'm also locked into a 3 year phone plan with Virgin (shakes fist in air), so I guess there's that too.
