I applied for trv extension within Canada. Can I have the stamp on my passport in another country?

Hello guys,

I'm currently on open work permit (pgwp) and my trv is expired. I applied to extend it as soon as I received my work permit which was around 1 month ago. I was in Canada when I applied for the extension.
Currently, there's a situation that I have to leave Canada and return later. I wanted to know that if I leave Canada, will I be able to get the trv stamp on my passport in another country or do I need to be in Canada to be able to get it?

I am holding a work permit from October 2020, I applied for TRV in December and was waiting and wondering why they don't issue it, as it should take only 2 months. Today, I received an update in my profile that says the application is cancelled and they will send a detailed message later. Anyone knows what could be the issue?
