You can ask your senior co-worker, any senior employee also can provide this letter

People here are spineless, no one is ready to take ownership
You said you are HR professional, you may have good professional relations with your co-workers who may have authority to provide the letter. This letter is very important for your application

Exactly, but people are not ready to issue me one..it's not about the rapport. People here are scared for doing any sort of official work.

I am assuming here that it is a Job reference letter. My cousin's organization weren't issuing him a reference letter, he just attached a self attested Notarized letter along with salary certificates, promotion letters and most importantly the email which you sent to your HR and their response if any.

As well, add a cover letter and explain the same.
