It doesn't depend only on your educational qualification, it also needs your language bands. With the details you have given it's hard to get a PR in Ontario which is the most preferred one. Maybe you can try out some least preferred ones, you'll have chances of getting through it.

Coming to the second part of your question, it's upto you to choose whether you need Pgdm or MS. Given that you have low percentage in graduation, the chances are low for MS, but it's not impossible you may get ms in smaller city colleges.
