I am from Bangladesh. My IELTS Score is overall 5.5 (L 5.5, wr 5, R 6, S 6).
I got LOA from St. Clair Colleg, Ontario in this July 2018 for September session. I have full fill College IELTS requirement. But my question -- Is Canadian embassy Grant my study permit with this low IELTS Score?

Overall score of 6.0 is required with No less than 5.5 for a Student Visa. But you never know, as you'd not be under SDS.

CIC will almost certainly refuse the study permit application. You need to rewrite IELTS and make sure you have no scores below 5.5.
