I applied for PR under spouse category on 13/05/2019, recently shifted to canada as I already have a tourist visa . Received an email regarding an interview in delhi on 30/01/2020. Can my interview be re located to canada instead of Delhi ?

No - unfortunately the interview cannot be moved. You must travel to Delhi to attend. Do not skip the interview and this will almost certainly result in a refusal of your application. Note that the interview has most likely been called since IRCC has some concerns about your relationship / application. You need to attend the interview to address these.
I am going to attend interview on 30 January, and my return ticket is on 04th march ,can I expect stamping in this period .
It's impossible to say. Sometimes visa stamping happens quite quickly after and interview and sometimes it doesn't.
You need to attend the interview. You can’t pick and choose what you are going to do.
