Hello

I am Aerospace Engineer with Masters Degree from United Kingdom with three years working experiance..My job description is not in the 29 short skill list but it is in the NOC list NOC2146-A.

Can I qualify for the application in Skilled worker category..it looks confusing to me..

Unfortunately no. Your job duties should match one of the 29 NOC. I recommend you try other options like arranged employment, it should not be difficult for someone with your profile. Also, keep an eye on CIC news thru twitter for any changes on NOC, which might happen in the coming years.

it might be worth your time to check out opportunities in Quebec. You could be on the priority list because of your profession.

Thanks but won't I require the French language knowledge..? Even though I am working in French company I donot undestand, read or write.. :(.

Also the second question is if I apply for the Quebec selection certificate...will I have to apply for the PR application..? ..if so this could mean I end up paying twice for the same thing and the processing time can be double CSQ+PR.

Could you or anyone enlighten me on this issue please...

though knowledge of french really gives you that advantage, if you have points well over the cutoff levels, you could end up qualifying.
why dont you get an evaluation done at the site.

cost wise, it will be a lil more that just the Federal application. $395 for the principal applicant, $152 for dependents or kids.
once you get the quebec selection certificate, then you need to apply for the PR for the medical & security checks. processing times are roughly the same... about a year+ depending on your country & offices.
