There is no Husband Visitor Visa. You would be applying for a regular TRV by stating you are a short stay visitor + proving you have the finances for your visit and strong ties to return to India.
That said, the visa officer is aware that your objective is to apply for an SOWP when you arrive in Canada. Also, as your wife has a study permit, chances of a TRV approval could be low unless you can demonstrate exceptionally strong ties to India.
Is it gud to apply visitor visa or work permit (spouse) ?
It's a toss up between a TRV (low chances of an approval) and a SOWP (again with low chances of an approval). For a SOWP, you must also demonstrate strong ties to India + the finances to support your stay/maybe the ability to be employed.
