I plan to move to canada with my kids in Nov 13 and our PR card expires in 2016. However, my husband would
not be coming with us, as he hasn't found a job and he plans to continue on his job in US till he finds one.
He would be sending us money to sustain while I look for a job.
My question is, will he be allowed to enter Canada till his PR card expires, and once his card expires, can I sponsor him even if I don't have a job and even if I am on PR. Also, how long does it take for the PR to come. I am very nervous about moving to a new country on my own and just want your expert suggestion on this. Please help. Thanks!

He will be allowed to enter Canada until his PR card expires unless he is reported for not meeting the residency obligation at some point before then. If he loses his PR, you may sponsor him again even if you are a PR and don't have a job as long as you meet the residency obligation and live in Canada yourself. It may take several months for him to get PR but you can visit him as long as you make it short and he may visit you after losing his PR if he is visa exempt to Canada or he gets a visit visa.
