Humanitarian and compassion sponsorship for my children

Hi my name is Tania Im a permanent resident in Canada both my children were born in Portugal. I have had my children's H&C process in for a while and recently have been notified to pay 490$ Landing fee for each one of my children. Both children are under the age of 22. Do I have to pay this fee or is this just a template letter they send everyone??
