Hello Guys,
I need your proper advice on which program for PR in Canada is the best for me, I have Dual Master's Degree (MPA/MBA) Bachelor in IT (Phil) and Post Graduate in HR (UK) (all WES evaluated). I took first my IELTS in 2018 and got a total score of 8 (expired) and renewed this time and got a total score of 6. My experiences is combination of Finance and HR (European and American Company), I have a CPHR BC certification, Associate CIPD (UK) MAHRI (Australia), SHRM (US). Do you think I can get even an entry level for HR Professional jobs in Canada and what program you suggest for me to follow except express entry since my IELTS score this time is total of 6.

You should assume that it won't be possible to secure a job in Canada before you get PR. So you should focus on qualifying for PR without replying on a job offer. You are leaving a ton of points on the table due to your low language scores. Rewrite the test and achieve a higher score. This is fully within your control to fix.

First of all you need to improve your IELTS score. With the job you are expecting it is a major step. Try to research specialised certification bodies for your line of education.
I am afraid to break the news but Canadian employers don't take pain to hire foreign employees as the process is time consuming and costly.
But try Job bank you never know but be cautious not to fall prey to scams.

Have you joined one of the CPHR groups on LinkedIn or elsewhere? There are also several HR in Canada groups specifically on LinkedIn where job opportunities are occasionally presented.

If you don’t know, CPHR BC & Yukon has a weekly wake-up group meeting (Friday) where a topic is discussed, ideas are shared, and there networking opportunities. It is a good way to meet others who may be in a position to point you toward job opportunities.
