Does this msg shows any positivty towards acceptance or They usually respond this way or not?

CGPA is low but keeping in view FAST i think you should get the LOA.............

The rating / reputation of your institute is a factor, but over all your profile should be strong means your previous grades (10th +12th) + IELTS Score + Experience etc......
