How to withdraw express entry profile

My friend took the services of a consultant to create an EE profile. The consultant shut down the business and is not responding. The email id mentioned in the EE profile belongs to the consultant. Is there a way to withdraw the old profile? Can he create a new profile without withdrawing the old profile?

as far as i know she should be able to create a new one as long as she doesn't accept two ITAs
