How to sponsor wife from Pakistan.

One of mine friend want to apply his wife sponsorship , he Canadian and his wife is Pakistan .
Pls what’s the procedure to apply her sponsorship, should she send documents to London office or should’ve need to send Mississauga. And what’s documents he needs
