I would suggest to take CELPIP-LS. It's the cheapest, shortest (1-2 hrs.) fairly easy to score 4 and 4, and free CELPIP study materials available in most public library's.
 
They won't make any exceptions? I know that the forms should be signed the day after the eligibility but because the change of law can't someone sign and send them on the 9th so they can be there by the 10th.. FedEx is usually overnight!

No - they won't make exceptions. The rules are extremely clear and unfortunately your wife cannot sign and submit the application until the 11th since she qualifies on the 10th. So again, she's too late to apply under the old rules and will have to apply under the new.
