Wait for the AOR first. It will not affect your processing timelines. Quote the AOR and send original PCC.
actually for what I know you should wait for the VO to tell you to send it, because some PCC (depending of your country) have some time of viability. For example, a month or two months. You should check that first, if that's not your case then you can send it as Andy told you.

If you refer to the CEC checklist, it states that while you don't need to send the PCC immediately, it can result in a delay to your application. So basically, as soon as you receive AOR, submit the PCC.
Some countries will not issue a PCC without a written request from CIC, but that is a different situation.

I'm from Mexico and those police documents are valid just for a time, and it's very well known ('cus I did my homework) that if the VO is checking your documents and sees your PPC are out of date. He will request you get a new ones and send them again. Plus those documents,at least here, is not like you can get them in the corner of your neighborhood , you need to go to the Capital and request them.
I write this 'cus I don't want him/her to spend a lot of money if his PPC documents has validity time as are mines.

All PCC are valid for for a certain period of time and, as the applicant already has it - they might as well send it in when they receive AOR!
Not sending it until it is requested will not make it more valid, in fact, chances are, it would be less!

I just sent mine from U.S. along with application since FBI clearance takes way too long to send it when they request it.
As far as Canadian pc, my consultant told me to wait until cic requests for it.
I think since I don't live in u.s. anymore, I doubt that they'll ask for it again. Mine was dated in late nov 2012 so it was still within 3 month mark from the date of AOR.
