I got P.R. in May-2012. I went to Canada in Oct-2012 and Came back in May-2013. Only six months I stayed in Canada. My P. R. Card is expired on Nov-2017. I have my Health card, SIN and Driving license. Can I enter Canada and what is procedure for that. Please explain in details.
 
You either need to apply for a PRTD or enter through a land crossing from the US. Expect a PRTD to be refused for residency obligation and the significant possibility of being reported for residency obligation at a birder crossing. In either situation, it will trigger a residency review and they will start processing revocation of your PR status.

Expect that your health and SIN card have been put on hold if not expired. Without a valid PR card you likely won’t be able to get a new health card and healthcare coverage. You can’t sponsor anyone until you meet your RO. So even if you enter Canada and you’re lucky enough to not get reported you will need to account for this.

Do you have H&C circumstances why you could not meet your RO?
 
You have actually been told what to do since 2017. Had you taken action in 2017 you would have had a better chance of success. It seems as you have been studying to be a mechanic which could have been done inCanada.

You would need to get a U.S. visa, fly to the U.S. and then try re-entering Canada through a land border using a private vehicle. If you are able to enter Canada without being reported for failing to meet the residency requirement, you would then remain in Canada for 2 years straight without leaving - and then be able to apply to extend your PR card.

If you are reported at the border, then you will have to appear at a hearing to argue why you should be able to keep your PR status. You'll need to be able to demonstrate strong H&C arguments to win at this hearing.
