You will not be reported if the TD is approved on H&C grounds subject to entering Canada within the validity of the TD. This on the premise that CIC has reviewed your RO breach and disregarded it.

No, immigration has nothing to do with taxes. Besides, you are not required to file in Canada unless you live in Canada or otherwise are counted as a resident for tax purposes, for example keep a 2nd home in Canada or something like that.
