How to re-create a new EE profile

Hi all,
When you want to create a new EE profile, do you have to withdraw your existing profile and then make a new profile with the same GCI key?
Or how does it go?

So when you withdraw your application, is there an option of creating a new profile within your existing account login?

Can we also make a new profile from scratch without using the existing key?
