How to prove that I will establish a residency with the visa is issued ?

Hello everyone,

my wife sponsored me to apply for a family class migration in Canada, we filled all the applications and sent it, and we received a mail from CIC by Nov.2016 that she have met the requirements for eligibility as a sponsor.

two days back, we got another mail from Abu Dabi immigration office that we need to provide additional documents within 30 days related to some concerns :
the officer in the documents is saying :

1- I am not satisfied that you will establish residency when visa is issued. You have not resided in Canada
since 2002 or before

2- I am not satisfied that applicant will live in Canada visa is issued

3- I have concerns that your sponsor, does not reside in Canada and will not reside in Canada when you become a permanent resident.

I appreciate if someone can help me with these officer's concerns , First I'm working in Saudi Arabia and I didn't move to Canada yet because I cannot work there without a work permit ! and I cannot leave my job and rent a home in Canada and just wait for a result ! , I cannot even apply to jobs in Canada to get a contract to prove that I will move to Canada.

I'm really planing to move there once I get the visa but I don't know how to prove it ! since I cannot establish anything in Canada until I get the PR.

These cic officers have a tough job, they see red flags that is why I suggest you do is look for an apt or stay with family, or they assume you just want pr

I am assuming your wife a Canadian citizen. If she is, she needs to show that she is making an effort/or plans to make the move back to Canada. Does she have a bank account there, establish ties with a realtor, register on Canadian job search websites and fire off a few applications. All these will help with your response to IRCC. You can take similar steps.

Seems to me that two of the questions are saying that they don't believe that your sponsor will return to Canada. I am Canadian but have not lived in Canada since 1967 - so it can be done! I managed to persuade them that I do indeed plan to return if my wife was granted PR and the CoPR was issued without additional query.

I provided letters from my UK financial adviser, confirming that my finances were arranged with a view to immigration to Canada in two years, a list of all the trips I had made to Canada with proof of flights / boarding passes, three pages of my detailed 'game plan' (where I was going to live, why, who I had spoken to, the name and details of a Canadian realtor I had engaged, screen prints of questions I had posted on forums like this about details about what to do once in Canada, letters from friends already in Canada about how long they had known about my plans etc. etc.
