How to pay RPRF, it's urgent plz help

Hi friends, please suggest me :

My brother just received email for medical and payment of RPRF from NDVO . As he did medical in Kathmandu. Now turn to pay RPRF, He couldnot find any form to pay RPRF at bank. Is there any changes recently made by CIC/NDVO for RPRF payment form?? Or he can pay without any form at bank making a DD.
or Can I ,as his brother, pay RPRF on behalf of him online from inside Canada??

Also does his 14 and 11 year kids need to pay RPRF ?

RPRF Can't be paid on line from outside Canada. He is going to need a Canadian $ draft payable http://www.canadainternational.gc.ca/india-inde/visas/fees-frais.aspx
