I am living in UK and I am an Indian national and want to apply under FSW Category - 1, I have to obtain a PCC can I do it here in UK from Indian Consulate in London or do I have to go to India to get it.
you can get it from Indian counsulate or embassy. Or someone can apply in India on your behalf, but due to absence, the visiting constable may or may not agree to approve.

Yes you can apply form London, make sure that your city of residence in the uk falls within the jurisdiction of London High Commission. They will keep your passport when you apply and then forward your details to the passport office in India which issued you passport and when they get a report form India office then London will issue the Pcc and stamp on your passport that a pcc was issued.It is hard to predict the number of days they will take may be 30 to 45 days.
Alternatively, if in a rush try India first. Send a relative/parent to local SSP office and figure out if they will issue you PCC. Documents required include copy of your passport, photos (2), ration card copy, application for PCC and authorisation letter in the name of relative/parent to submit the application and collect it on your behalf. However a word of caution as there is no set procedure to issue PCC in India some local SSP office may demand an affidavit that you have no criminal record etc. So just send someone to the local SSP office security branch and ask for the procedure? The PCC issued will/may be time specific ie for example from birth to the date when you left India.
I followed this option and had PCC in two weeks time with me including the postage time.
