I visit my wife in the Philippines once a year, this is all I can afford to do. While I am there we try our best to get all of our forms completed and signed so that I can file everything when I get home, but it seems every time, one of our forms expires and is replaced with an updated version on the CIC website and we have to go through everything again, acquiring new authentic signatures. Is this a joke? We've been together for 8 years and we have not become any closer to being a Canadian couple.
 
Are you saying that you have been trying to apply for PR for 8 years? That doesn't seem right and it definitely shouldn't take that long. It you are having challenges navigating the process and forms, perhaps it might be a good idea to hire an immigration consultant to assist you with the process? (Just a suggestion.)

If you want to do it yourself, then you should definitely be sending the forms to your wife to sign by courier (rather than waiting until you visit her once a year). She would then courier the signed forms back to you so that you can mail in the completed application package. Or alternatively, you can complete the forms just before you leave for the Philippines, have her sign them immediately and then send them to CIC from the Philippines (don't wait to return to Canada).
